Before a single wall goes up or a concrete slab is poured, there’s a phase of construction most homeowners never think about — site preparation. It’s the unglamorous foundation of every successful build, and skipping or rushing it is one of the most common (and costly) mistakes in Las Vegas and Henderson area construction projects.
Whether you’re building a custom home in the Scottsdale or Henderson hills, a commercial tilt-up in the Las Vegas valley, or a residential remodel on an infill lot in Arizona, understanding site preparation helps you ask the right questions, set realistic timelines, and avoid the surprises that blow budgets.
Step 1: Survey, Title Review & Boundary Confirmation
Before any ground is disturbed, a licensed land surveyor must establish the legal parcel boundaries, identify any easements or encroachments, and confirm lot dimensions match the recorded title. In Clark County, NV and Maricopa County, AZ — where JAG Development operates — easements for utilities and drainage swales are common and must be preserved even when grading the site.
A boundary survey costs $800–$2,500 in the Las Vegas metro area depending on lot size. It is non-negotiable and required before grading permits are issued.
Step 2: Environmental & Geotechnical Assessment
Nevada and Arizona soils have unique characteristics that directly affect construction: expansive caliche layers, sandy desert soils with low bearing capacity, and high percolation rates that affect drainage design. A geotechnical (soils) report from a licensed engineer prescribes the required soil compaction, foundation type, and excavation depth — and is required by Clark County and most Arizona jurisdictions before building permit issuance.
Phase 1 environmental assessments are typically required for commercial sites to identify any recognized environmental conditions (RECs) such as prior fuel storage or industrial use.
Step 3: Demolition, Clearing & Grubbing
Clearing removes all existing vegetation, trees, debris, and structures from the build footprint. In the Las Vegas valley, this is relatively straightforward on raw desert land — but infill lots may have existing foundations, underground utilities, or underground storage tanks (USTs) that must be professionally removed.
Grubbing removes root systems and organic material below grade. Organic soil cannot support structural loads and must be excavated and replaced with engineered fill if it exists within the building footprint.
Step 4: Rough Grading & Excavation
Rough grading shapes the site for proper drainage — in Nevada and Arizona, this means directing stormwater away from the building pad toward approved retention basins or street drainage. Clark County requires positive drainage away from all structures and prohibits sheet flow onto adjacent properties.
For custom homes, excavation also creates the basement or crawl space footprint (where applicable) and the pad elevation. A licensed civil engineer designs the grading plan and reviews rough grades before fine grading begins.
Step 5: Underground Utility Installation
After rough grades are set, underground utilities are trenched and installed before the building pad is compacted. This includes:
- Sewer laterals (or septic system on rural AZ lots)
- Water service line from municipal main
- Gas service (Southwest Gas in Nevada and most of AZ)
- Electrical conduit (NV Energy / APS sleeves, pre-pulled)
- Telecommunications conduit
- Storm drain laterals (if connecting to municipal system)
All underground utilities must be inspected and approved before the trench is backfilled. A failed inspection at this stage means excavating again — a costly mistake that proper sequencing prevents.
Step 6: Compaction, Import Fill & Subgrade Prep
Desert soils in Nevada and Arizona are often too loose or sandy to support structural loads as-is. Import fill (engineered soil or crushed aggregate base) is brought in to achieve the compaction specified in the soils report — typically 90–95% of maximum dry density per ASTM D1557.
A third-party soils testing firm (separate from the contractor) must perform nuclear density gauge compaction testing at regular intervals and certify the subgrade meets the geotechnical engineer’s specifications. This certification is submitted to the building department as part of the foundation permit package.
Step 7: Fine Grading & Pre-Construction Inspections
Fine grading establishes the final pad elevation to within a fraction of an inch of design grade, sets positive drainage slopes (minimum 2% away from structure per IBC), and prepares the surface for concrete flatwork or foundation forms. The building department inspects the prepared pad before foundation formwork begins.
At this point — and only at this point — vertical construction can start.
